The meeting was convened to approve a change to the municipal waste charge. It had been due to take place on 29 October but was postponed after the railway tragedy in Toledo. Socialist councillor Ana Belén Berná was removed after PSOE spokesperson Amparo Serrano argued that opposition groups’ participation rights had been breached.
Mayor Juan Antonio Franco said the regular October meeting would take place the following week or when the council’s secretariat had time. According to the Socialist group, Berná’s expulsion altered the voting balance and allowed the initial waste-tax ordinance to pass with the mayor using his casting vote.
